The mandatory national standard *Safety Technical Specifications for Electric Bicycles* (GB 17761—2024) (hereinafter referred to as the *Technical Specifications*) was officially released on December 31, 2024, and will officially come into effect on September 1, 2025. To promote the implementation of the *Technical Specifications*, further standardize the production, sales, and use management of electric bicycles, promote the supply of products that comply with the *Technical Specifications*, and advance the comprehensive rectification of electric bicycle safety hazards, the following opinions are hereby proposed.

I. Strictly Manage Electric Bicycle Production

The Ministry of Industry and Information Technology, together with the State Administration for Market Regulation and other departments, will leverage the role of the Electric Bicycle Standardization Working Group to conduct publicity and implementation of the *Technical Specifications* in major industrial clusters, regularly monitor the progress of key manufacturers in new product model design, parts procurement, prototype production, and inspection and testing, guide enterprises to promptly cease the development of products conforming to the old standards, launch new products conforming to the *Technical Specifications* as soon as possible, and submit certification requests to certification bodies. The Ministry of Industry and Information Technology (MIIT) continues to manage the announcement of industry standards for electric bicycles, leveraging the exemplary role of compliant enterprises to accelerate the implementation of the Technical Specifications. Provincial-level industry and information technology, market supervision, and other relevant departments should guide enterprises listed in the standard announcement to develop new product development plans based on the implementation date of the Technical Specifications (September 1, 2025), establish and continuously update a progress log for products compliant with the Technical Specifications, and provide one-on-one guidance and assistance to enterprises with slow progress, urging them to expedite the upgrading and transformation of their production lines according to the Technical Specifications. Provincial-level market supervision departments, in conjunction with industry and information technology departments, will establish and improve channels for enterprise feedback, promptly collect and coordinate solutions to specific difficulties faced by enterprises, forming a closed-loop management mechanism of 'inspection-feedback-rectification-improvement' to accelerate the implementation of the Technical Specifications.

II. Strict Management of Electric Bicycle Certification

Local market supervision departments should urge designated certification bodies to strictly conduct mandatory product certification (CCC certification) for electric bicycles in accordance with mandatory national standards and certification rules such as the 'Technical Specifications,' strengthen the management of the entire CCC certification process, strictly check enterprises' quality assurance capabilities and product consistency, strengthen post-certification supervision, and ensure that certified products continue to meet mandatory national standards such as the 'Technical Specifications' and CCC certification requirements. Certification standards must not be lowered, and certification procedures must not be reduced or omitted. The quality of certification issuance must be strictly controlled. Designated certification bodies should be guided to improve risk warning and handling mechanisms, pay attention to product quality and safety information such as national supervision and spot checks, and take effective preventive measures in a timely manner for any discovered product quality and safety risks, promptly suspending or revoking CCC certification certificates for unqualified products. From the date of issuance of this document, designated certification bodies should remind certification clients to carefully assess production and sales volume and prudently submit certification requests for electric bicycles under the old standards. Local market supervision departments should strengthen supervision and inspection of electric bicycle certification activities and investigate and punish violations according to law.

III. Strict Supervision of Electric Bicycle Sales

Products manufactured or imported before August 31, 2025, that do not conform to the Technical Specifications but meet the old version of the standards, can be sold until November 30, 2025. Local market supervision departments will strengthen supervision and inspection of the sales process, strictly investigate the illegal sale of electric bicycles that do not meet mandatory national standards or lack CCC certification, and severely punish illegal modifications such as alterations to the vehicle structure, electrical wiring, speed limiting devices, and unauthorized battery replacements. Strengthen supervision of online transactions, strictly prohibiting operators from selling substandard or illegally modified vehicles on online trading platforms. Strengthen sales supervision of electric bicycle lithium-ion batteries, chargers, and other components, strictly prohibiting the sale and import of electric bicycle chargers that do not conform to the 'Safety Technical Requirements for Electric Bicycle Chargers' (GB 42296—2022) and Amendment No. 1, as well as electric bicycle lithium-ion batteries that do not conform to the 'Safety Technical Specifications for Electric Bicycle Lithium-ion Batteries' (GB 43854—2024). Local market supervision and public security departments must severely crack down on the illegal sale, illegal modification, and manufacture and sale of counterfeit and substandard electric bicycles and batteries, and expose typical cases to create a strong deterrent.

IV. Strictly Manage Electric Bicycle Registration

Local public security organs must standardize the registration of electric bicycles, strictly review invoices, product qualification certificates, and mandatory product certification certificates, and strictly prohibit the issuance of electric bicycle license plates for electric motorcycles and electric mopeds. Electric bicycles that do not meet either the 'Technical Specifications' or the old version standards will not be registered. For electric bicycles that meet the old version standards, manufactured or imported before August 31, 2025, and sold before November 30, 2025, registration will be processed after verifying relevant supporting documents. Electric bicycles that meet the 'Technical Specifications' will be registered according to regulations.

V. Steadily Promote the Replacement of Existing Electric Bicycles That Do Not Meet the 'Technical Specifications'

Relevant departments at all levels should actively urge the Party committees and governments at the same level to increase publicity and subsidies for the trade-in policy and refine the subsidy rules. Local governments at all levels are encouraged to provide subsidies, based on local conditions, using local fiscal funds to individual consumers who return old electric bicycles with lithium-ion batteries and purchase new ones that meet the 'Lithium-ion Battery Industry Standard Conditions.' Subsidies may also be provided to individual consumers who do not own an electric bicycle and are purchasing a new bicycle that meets the 'Technical Specifications' for the first time. Subsidies may be appropriately increased for individual consumers who sell their old electric bicycles and purchase new bicycles that meet the 'Electric Bicycle Industry Standard Conditions' or the 'Technical Specifications.' The proportion of electric bicycles meeting the 'Technical Specifications' in the trade-in program should be continuously increased to guide consumers to choose electric bicycles that meet the 'Technical Specifications.' The express delivery and food delivery industries, as well as personnel in government agencies and public institutions, should be encouraged to prioritize the use of electric bicycles that meet the 'Technical Specifications.' Enterprises engaged in urban logistics, commercial leasing, and other commercial activities should be encouraged to uniformly purchase electric bicycles that meet the 'Technical Specifications' and are marked with 'Commercial' or a circled 'Business' designation, and to guide delivery personnel in their proper use.

Local industry and information technology, market supervision, and fire and rescue departments should, in accordance with their respective responsibilities, accelerate the implementation of health assessments and end-of-life recycling programs for lithium-ion batteries used in electric bicycles. These assessments should be extended to key areas such as communities and delivery services, ensuring seamless coordination with trade-in programs. Old electric bicycles with lithium-ion batteries that pose safety hazards and are unsuitable for continued use should be phased out as soon as possible, continuously improving the standardized recycling and comprehensive utilization of waste lithium-ion batteries.

VI. Effectively Protect Consumer Rights

Local market supervision departments should further streamline consumer complaint channels. After the implementation of the Technical Specifications, consumers who purchase or discover vehicles that do not meet mandatory national standards or lack CCC certification can report them through hotlines and information platforms. Market supervision departments, in conjunction with relevant departments, will promptly and legally handle consumer complaints according to their respective functions, resolutely safeguarding consumers' legitimate rights and interests. Consumer associations at all levels, upon discovering relevant clues in the course of their duties, can report them to relevant departments and propose regulatory enforcement suggestions. Strengthen the recall of defective products and urge manufacturers to fulfill their recall responsibilities in accordance with the law.

VII. Establishing a Long-Term Regulatory Mechanism

The State Fire and Rescue Administration, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the State Administration for Market Regulation will consolidate and deepen the achievements in the comprehensive rectification of safety hazards in electric bicycles, jointly promote the supervision of the implementation of national standards for electric bicycles, and facilitate the supply of new products.

Local fire and rescue, public security, industry and information technology, and market supervision departments should strengthen the investigation and tracing of the entire chain of electric bicycle fires and fatal traffic accidents, and hold relevant parties accountable. For product quality problems discovered during the investigation, market supervision departments should severely punish them according to law and regulations. They should comprehensively carry out case warnings and safety knowledge education, strengthen publicity in key communities, and ensure that all measures are implemented effectively.

Electric bicycle and battery industry associations and chambers of commerce should strengthen industry self-regulation, urge industry operators to implement the 'Technical Specifications,' maintain market order, and promote the healthy development of the industry. They should guide manufacturers to implement the relevant requirements of the electric bicycle and lithium-ion battery industry standards, resolutely take the lead in abiding by laws and regulations, strengthen quality and brand building, improve enterprise quality control capabilities and product consistency, strictly manage from the source, standardize business practices, and provide consumers with safer and more reliable electric bicycle products.

Relevant departments at all levels should strengthen organization and coordination, ensure accountability at all levels, enhance inter-departmental collaboration, and intensify public awareness campaigns to ensure a stable market supply after the implementation of the Technical Specifications and effectively improve the quality and safety of electric bicycles. Before December 31st each year, the Ministry of Industry and Information Technology will lead the compilation of reports on the implementation of this opinion by various departments and localities, outlining key work priorities for the following year.
